To clear up some confusion regarding Necromancers and the rules on consent:
Necromancers, with a few exceptions, operate under the same consent rules as everyone else. This means...
1) Unless a necromancer is open, killing them without consent is against policy.
2) Even though necromancers are guarded and cannot be closed, you do still need to establish consent or find out for certain if they want to participate in PvP with you. WARN COMBAT is an excellent tool for this, as is a quick whisper.
3) "But Bob is a necromancer and my character hates necromancers" is not consent.
4) Stalking/following people around and watching them cast necromancer spells that aren't affecting you (or your spouse) is not consent.
5) Anyone (guilty or not) accused of necromancy in town does NOT get consent on their accuser and does not get their name. This is by design. Demanding your accuser's name from the local authorities will get you nowhere, and going after the person who accused you is against policy.
6) Remember that necromancers are players too, and while necromancer vs. anti-necromancer can be very fun for both sides, be careful that it doesn't become harassment.
